Wednesday activities

Today started with a site visit to look at various manhole covers on Perth Road west of the Invercarse Hotel - these have sunk (as the photo - right - shows) and the site visit with a local resident and City Council officials has resulted in various repairs being raised with Scottish Water and British Telecom.
Thereafter, I attended the first meeting of the Whitfield Regeneration Board (in my capacity as Planning & Transport Convener).

Some hours of "day job" work later, I attended the handing over to Stagecoach Strathtay of a petition of some 526 signatures to help save our 72 bus service. See photo below.

We owe a great debt of gratitude to the local people who organised the petition and collected over 500 signatures in just a few days –it gives a clear impression of the strength of feeling in the West End community that the 72 bus service is a vital lifeline for many – especially elderly – people, and we call on Stagecoach Strathtay to save this vital bus service.

The whole community in the West End has pulled together to help the campaign including community groups like West End Community Council and the Friends of Magdalen Green, and I am heartened that so many local people are making their voices heard.

Stagecoach Strathtay has agreed to meet with us later this month. The bus company has made clear that it is now prepared to run a more limited service but we don’t think it is acceptable and it wouldn’t cover areas like Newhall Gardens, Royal Victoria Hospital, Ninewells Hospital and Tesco Riverside, and serving these is vital for local people.

I think it must be remembered that the 72 bus service currently gives a service to many who otherwise would not have a local bus service and it is the most elderly and vulnerable who would be worst affected if the bus was withdrawn.

I am hoping that, between now and our meeting with the bus company later in July, Stagecoach Strathtay will decide to agree to keep the 72 on the road. There is no doubt that there is an extremely strong case to keep this service, which is so beneficial to our community.

Later this afternoon, I attended the Beacon Management quarterly meeting with Tayside Police, which covers policing issues in the area, and a useful meeting with one of the local housing associations later on which resulted in one constituent's repairs concerns being addressed.

Bus Shelters

Dundee City Council News Release

Almost £200,000 could be spent in the next few months on expanding the number of SmartBus passenger waiting shelters in Dundee.

Councillors on Dundee City Council's policy and resources committee, which meets on Monday (June 23) will be asked to approve funding for 16 new shelters across the city.

Convener of the planning and transport committee, Fraser Macpherson, said, "The demand for these shelters to be installed at more locations has been very high as passengers who have used them experience their advantages.

"The plan is for two locations in each of the council's eight wards to have a new shelter provided during this financial year."

The SmartBus shelters feature a covered passenger waiting area, seating, real time bus information, a timetable poster, lighting and CCTV capability. The total installation cost is expected to be around £192,000.

Installation will be carried out by a combination of contractors through an existing partnership agreement with Tayside Contracts and by specialist suppliers.

· Magdalen Yard Road at Step Row

Paton's Lane

I have been in discussion over the past 24 hours with both local residents and the Police about the signage at Paton's Lane as the gas replacement works move eastwards along Perth Road. There was some confusion about signage, but now resolved.

Here's the latest update from Scotland Gas Network's contractors Turriff :

"The problem was caused by Paton's Lane being open from Perth Road and the signs at the bottom of the lane still in operation, the No Entry Signs were blanked off and a special sign on Magdalen Yard Road informing traffic that Paton's Lane was open from Magdalan Yard Road, hence two way traffic.

"The signs have been removed this morning therefore Paton's Lane is one - way down from Perth Road to the existing two way section."

Overgrown grass at Technology Park

I've received complaints from residents about the overgrown grass at the Technology Park (particularly in Riverside Avenue to the front of the technology park) and immediately east of West Loan in Perth Road - opposite Clovius Duveau Drive.

I have been in touch with Scottish Enterprise and Dundee Contract Services about both areas - asking for the grass to be cut and tidied up.

Provision of CCTV - Perth Road west of Roseangle

Following the recent armed robbery incident at a store in Perth Road, I have again received concerns from residents about the lack of CCTV provision west of Roseangle on Perth Road.

Although I understand the store concerned does have its own CCTV system, the incident has again highlighted that most of the district shopping centre in the Perth Road area is not covered by CCTV and is an extremely busy shopping area both during the day, evening and night.

I have written to Tayside Police regarding this matter on a number of occasions in the past and have been assured that the area is a priority for future consideration (amongst others) and I would be grateful if you could update me as to the current position.

Londis robbery

As I indicated on Radio Tay news at 5pm, the West End community has expressed great concern at the armed robbery early today at the Londis supermarket in Perth Road.

Everyone hopes that the Dundee public to do all they can to assist Tayside Police with their enquiries into the matter. I have already spoken with our local community policeman about the matter.

Thankfully the Londis store has a good CCTV system, which will undoubtedly help the Police, but I am taking the step of writing again to the Chief Constable pointing out that an extension of the general CCTV provision west of the Roseangle junction along the district shopping area in Perth Road is now vital.

Review of the last few days

Wednesday


* Met with the new acting Managing Director of Travel Dundee, and raised the concerns of residents about the re-routing of the 9X bus service – this no longer serves the Ninewells Avenue area. She promised to review this.

* Attended the Deaf Awareness Open Day at the Central Library, organised by the Sound Sense project. It was good to see a number of organisations promoting their services to deaf people locally and the event was extremely well-attended.

* Attended the “Community Spirit” group evening meeting at Mitchell Street Centre. “Community Spirit” is the new residents’ group for the “north” of the West End Ward – including the Pentland, Cleghorn and Ancrum areas. Another good attendance and an interesting discussion on local issues.


Thursday

* A site visit with Scotland Gas Networks, Turriff (their contractors) and City Council Planning & Transportation at Perth Road to review road management issues, signage and other issues arising out of the continuing gas main replacement works on Perth Road.

* Along with my LibDem council colleague, Cllr Helen Dick, I attended the Best Bar None accreditation scheme 2008 awards launch at the City Chambers. This is an excellent scheme – recognising customer safety and good practice in Dundee’s licensed premises. Click on headline to view the full story in the “Evening Telegraph.”

* After a busy three surgeries at Mitchell Street Centre, Harris Academy and Blackness Primary School, I attended the evening board meeting of Dundee Contemporary Arts. A very positive review of the past year at DCA was presented, showing excellent visitor figures.
Friday
* A helpful site visit with Network Rail to Riverside Approach to allow me to point out graffiti and fly-tipping problems. Pleased at Network Rail’s willingness to tackle these issues, raised with me by West End residents.

* As one of the City Council representatives, I attended the opening of the Winston Churchill exhibition at the University of Dundee, making the 100th anniversary of Churchill’s election as Liberal MP for Dundee. An excellent and entertaining speech by Churchill’s daughter, Lady Mary Soames, who opened the exhibition and unveiled a plaque, commemorating Churchill’s connections to the City.

The event was extremely well-attended and it was good to see my former City Council colleague Neil Powrie (pictured at the event – right) and also my LibDem colleague Willie Wilson (Depute Provost of Perth and Kinross).

Blackness Primary School - School Crossing Patroller

Today's "Courier" has covered concerns raised by parents of pupils at Blackness Primary School about the school crossing patroller (or lack of) on Hawkhill.

The "lollipop" patroller for Blackness Primary School has been absent through illness for some time and in recent weeks, there has been no temporary replacement provided. I have received calls from worried parents, including members of the Blackness Primary Parent Council, about the situation.

Hawkhill is an extremely busy road at the best of times, but with the current roadworks on Perth Road, traffic is being diverted onto Hawkhill, including the bus services, and I was extremely concerned at the lack of a school crossing patroller for the children of Blackness Primary School.


I have spoken with the Director of Education to express these concerns to her directly and I am pleased to say that the Education Department is taking immediate steps to recruit new supply patrollers and I hope this serious concern will therefore be urgently addressed.

The Education Department has now written to me in the following terms:

"I appreciate the concern of parents regarding the long term sickness absence of the School Crossing Patroller on Hawkhill for Blackness PS.

"We appointed a new crossing patroller for the new crossing point on Arbroath Road in January. As this crossing point was not to be ready until after the Easter Holidays this new patroller was happy to be deployed and do his initial training at the Hawkhill point. It was hoped that by then the original patroller would return to work at Hawkhill.

"Regrettably the original patroller is still on sickness absence.

"We have now arranged to interview five applicants on Wednesday 14 May for Supply School Crossing Patrollers, from which we hope to appoint (for Hawkhill)."

I have written to the Director of Education asking that she contacts me after the interviews on Wednesday to update me on the situation.

A few Tuesday updates ...

A few updates from earlier today :
  • Residents have called to say one of the temporary bus stops on Hawkhill is missing (pinched presumably, a common temporary bus stop problem, although this one was attached to a permanent pole, rather than being wholly moveable!) Anyway, have asked the City Council to replace this ASAP as residents complain buses are not stopping at it.
  • A concern that the Friendly Bus sheltered shopping service was 45 minutes late today, but, having spoken with Stagecoach Strathtay, pleased to say it was a one-off staffing problem, and nothing to do with the Perth Road gas mains works (the reason for the problems a couple of weeks ago).
  • Pleased to hear that the bus bay markings in Ninewells Avenue were finally completed this morning - this had previously proved problematic because of parked cars.
  • I have asked the City Council when it can re-open the top of Paton's Lane at Perth Road as the Turriff gas contractors are now firmly east of here and it would again be possible to access Paton's Lane at Perth Road from the west.

Perth Road latest - a few issues

Following the start of the gas main replacement works in Perth Road yesterday, there's been three issues raised with me by local residents and businesses.

Firstly, when the road closure at the Paton's Lane area was put in place, the lanes to the south at Paton's Lane, Thomson Street, Seafield Road and Lane and Westfield Place were all closed at the Perth Road junction (and the one-way situation in Paton's and Westfield altered accordingly).

Given that the actual works by Turriff won't reach Seafield Road/Lane and Westfield Place for some time yet, both residents and I thought there was no need for the closures there and following contact with the City Council and their speaking with Scotland Gas Networks, this has now been resolved and the status quo returned. To quote the feedback from the Council :



"The City Council met SGN on site this morning and after further review, decided to re-open Westfield Place and Seafield Road to run as normal until it is absolutely necessary to close them due to works.

In other words, Westfield Place is open as normal ie one-way (North to South), therefore access is via Perth Road (from city centre side) and through the signs which say Road Ahead Closed/Road Closed/Access Maintained, etc.

Seafield Road is two way, therefore access is now from either Perth Road or Roseangle/Magdalen Yard Road.

Some signs have been taken down to allow the above change and other signs are on order to give more information for other closed side roads that access is maintained for residents at junctions with Perth Road."

A satisfactory outcome.

The second issue is there is a clear need for additional bus stops on Hawkhill (one outbound, one inbound) between the stop near Urquhart Street and the one near the Health Centre. Having spoken to residents, I think one around Millers Wynd's northern end makes sense. I spoke to the Sustainable Transport Team Leader in the City Council about this today and agreement has been made to provide this.

Lastly, there was a problem getting the Friendly Bus (sheltered shopping service) into Paton's Lane today but I have been in touch with SGN, Turriff (the gas contractors) and Stagecoach Strathtay, and I'm hopeful that future journeys will be alright.

Perth Road roadworks again...

The Courier today (click on headline above to view) covered on-going roadworks issues, and at lunchtime today I met again with Scotland Gas Networks and their contractors Turriff about the Perth Road closure, due to commence next Monday (April 21st). I issued a news release following this, which I paste below:

Dundee City Council Planning & Transport Convener, Cllr Fraser Macpherson, today met with senior representatives of both Scotland Gas Networks and Turriff Contractors in relation to continuing constituent concerns about the impending road closure in Perth Road, due to commence next Monday (21st April).


Cllr Macpherson, who is also a ward councillor for the West End, said that the meeting had been constructive and that both Scotland Gas Networks and their contractors Turriff had been keen to address the issues raised by both local residents and businesses, worried about the effect of the road closure, which is taking place because of a need to replace the gas main on Perth Road from Paton’s Lane to South Tay Street.

Cllr Macpherson said that SGN and Turriff had given an assurance that the actual length of the road closure at any given time would be no more than 150 metres and that access up to this from both sides of Perth Road would be possible, and that normal parking spaces outside of the maximum 150 metres of closed road would be maintained. Additionally, provision for servicing of shops was being addressed.

Cllr Macpherson said, “I think it is important to emphasise that the actual closed part of the road at any one time is just 150 metres and that access to all streets east and west of that will occur as normal, because one concern raised was the fear that the whole road was completely shut for the entire length, which is not the case.”

Cllr Macpherson sought and received assurances from Scotland Gas Networks and Turriff about the extent of their notifications to residents and businesses locally. The councillor added, “They have made clear to me that they are also pleased to speak with any resident or local business about any concern at any time during what I think we all accept is major disruption in the area.

“They said that anyone was welcome to call them on Dundee 622204 to raise any concern or worry and they would be willing to go out to speak with any resident or local business in person if requested. They also indicated they would be happy to meet with West End Community Councillors and local City Councillors soon after the work has started, because what was clear from a similar project undertaken by the water authority a few years ago is that some remaining issues surface only after the works have started.”

Councillor Macpherson said he had already raised the issue of bus services. Although the main services are re-routed via Hawkhill, the 72 local bus service south of Perth Road will be able to cover most of its route one way or another for all of the roads disruption period. Cllr Macpherson added, “This is particularly important as many elderly people can’t manage the full uphill walk to Hawkhill. At the meeting with Scotland Gas Networks, I was also advised that access to the sheltered housing complexes for the Friendly Bus Shopping Service would also be maintained.”

The councillor said he had raised residents’ concerns about potential noise and was assured that there would be no evening working past 7.30pm and no Sunday works were planned.

Cllr Macpherson concluded, “There is no doubt that this will be a period of considerable disruption and there are real and genuine concerns raised by both businesses and residents. Meeting with the company and its contractors again today was a helpful step forward and their willingness to speak and meet with residents and businesses about concerns is welcome. Along with my councillor colleagues in the West End, I will be keeping a very close eye on this situation.”

Unadopted footways progress

Recently the very western end of Perth Road (south side, west of Riverside Place) has been brought up to standard under the Unadopted Footways Programme and I have been asking about what is now planned for 2008/9.

Specifically, the short stretch of Riverside Drive's east side between the Botanic Gardens and Perth Road, is in a very poor state (and - rightly - the subject of residents' complaints), and I have now had the following feedback from the City Engineer on this :

“I can confirm that the footway at Riverside Drive, east side of Botanic Gardens to Perth Road is high on the priority list and is included in the 2008/2009 Unadopted Footway Programme. Works will therefore be programmed within this financial year to bring it up to adoptable status.”

Last year, I also asked that, at its annual review, the list had Menzieshill Road and Whitefauld Road assessed for priority and added to it. On this I have now also had feedback :

"The Annual Review is generally carried out in March of each year in time for the new financial year.

"At this time all new unadopted footways advised of/identified through the year are added and scored and any new information relating to existing unadopted footways on the list reviewed.

"The annual review is just being finalised and will be available shortly.

"Both Menzieshill Road and Whitefauld Road have been added to the list of unadopted footways and assessed as part of the 2008/2009 annual review."

Perth Road closure concerns

Following concerns raised at the weekend by Dundee West MP, Jim McGovern, regarding the proposed closure of Perth Road by Scotland Gas Networks starting 21st April (click on headline to read the original article about the proposed SGN works), I have contacted both Scotland Gas Networks and its contractor Turriff, seeking clarification regarding assurances previously given by them about informing and consulting with the local community.

Along with City Council Planning & Transportation officers, I met with Scotland Gas Networks and their contractor towards the end of last month regarding their proposed works in Perth Road. Work like this over 24 weeks is extremely disruptive and I sought assurances on a number of important aspects. Specifically, I was given clear assurances that households and local businesses would receive early written notification and indeed I was told that SGN representatives would speak with each local business to discuss any concerns and questions as these notifications were being delivered.

It is extremely concerning that, here we are only a week before the works are due to start on Perth Road, and there are continuing anxieties being expressed about lack of consultation and notification coming from local people. If there is a clear lesson to be learned from a similar closure by the water authority in Perth Road in 2001, it is that clear information and consultation is vital.

Over this weekend, I have therefore e-mailed both Scotland Gas Networks and a representative from their contractors seeking urgent clarification as to the extent of notification to households and businesses thus far, and seeking answers as to why at this late stage, the information dissemination is unsatisfactory.

Yesterday, I was contacted by a resident who lives in a lane immediately adjacent to the affected part of the Perth Road, and whose access is only possible via Perth Road. This gentleman has received no notification from SGN about the works. Like others, his immediate concern is access to his house, particularly important as his wife is disabled.


Although I have been able to clarify the situation for him and there will be access to his home, the concern I have raised with Scotland Gas Networks is why he was not properly notified by the company as they had assured me would happen promptly.

I have suggested to SGN that its attendance at a public meeting, perhaps held under the auspices of the Community Council, should also be considered by them. This would let all residents and businesses in the area raise any issues directly with the company and its contractors.

Seating area at corner of Ryehill Lane and Perth Road

In the past, I have raised residents' complaints about the maintenance of this area (click on headline to view a previous item about this from around a year ago). Its owners, JC Decaux, who own the advertising hoardings to the rear of the site have, at my request, undertaken tidy-ups of the site in the past.

The area is looking shabby and overgrown again and the seating needs completely replaced. I've been back in touch with JC Decaux and I have been promised that new seating will be in situ by Tuesday of next week.

The company has also arranged weedkilling of the chipped area but have still to do the area where the old flower bed was and put down fresh top soil. However that if all goes according to plan, that area should be completed by Wednesday of next week.

Perth Road - Scotland Gas Networks mains replacement

The advertisement in today's Courier from Scotland Gas Networks (also to appear in tonight's Evening Telegraph - click on the headline above to view) advising that part of Perth Road will be closed for many weeks, will be of concern to many residents and businesses.

I recently met with Scotland Gas Networks and City Council officials in my capacity as City Council Planning & Transport Convener to discuss the proposed closure, to look for ways of ensuring works are carried out as quickly as possible and also to ensure the continuing running of all public transport.

As I indicated in the Courier and on Wave 102 this morning, there is no doubt that there will be a very significant impact by this work and, whilst Scotland Gas Networks has explained that the work is absolutely necessary for safety reasons, I am anxious to ensure that the work is carried out as quickly as possible and that the impact on the local area is minimised as much as possible.

We have, of course, already had experience of this sort of disruption in Perth Road back in 2001, when the then North of Scotland Water Authority closed the road for many weeks for work it was then undertaking. I was anxious therefore to meet with Scotland Gas Networks and City Council officials to discuss all aspects. I have been assured that works will progress as quickly as humanly possible, but clearly in the lead up to August, the closure of the through route on Perth Road between Roseangle and the Sinderins will have significant adverse impact.

I have been advised that access for pedestrians and delivery vehicles will be maintained and that public transport will run to the normal timetable, although the main service buses will have to run via Hawkhill during the works.

In 2001, one of the difficulties elderly people who live south of Perth Road – in the Perth Road lanes such as Thomson Street, Paton’s Lane and Step Row – had an uphill climb to Hawkhill to catch the bus.




It is therefore essential that the Number 72 smaller bus that runs along Roseangle and Magdalen Yard Road runs throughout the period of the work. During the second phase when the roadworks are on Perth Road/Nethergate between Roseangle and South Tay Street, there will be through traffic one direction, so the 72 can do its eastbound journey as normal.




I asked for assurances that the westbound route in the Magdalen Yard Road area is maintained and I have been given this assurance. It will be achieved by the bus making an outward detour along Hawkhill then back to the Magdalen Yard Road/Roseangle area but at least the service will be maintained throughout.

I have updated West End Community Council and those of my ward councillor colleagues currently available, about the works.




Scotland Gas Networks has promised me that it will be writing to affected households and making contact with all businesses. I am extremely anxious that any concerns from local businesses and residents are promptly addressed.

TEMPORARY TRAFFIC ORDER PERTH ROAD ISSUED BY DUNDEE CITY COUNCIL

Dundee City Council propose to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984 for the purpose of facilitating works for the replacement of gas mains. The Order is expected to be in force for twenty four weeks from 21 April 2008. Its maximum duration in terms of the Act is eighteen months.

The effect of the Order is to prohibit temporarily all vehicular traffic in Perth Road and Nethergate, Dundee as follows:

Full road closure (between Paton's Lane and Roseangle from Monday 21 April 2008 to Monday 11 August 2008 (16 weeks). During these works there will also be a full closure of the junction of Roseangle and Nethergate for one week.

Westbound road closure in Nethergate (between South Tay Street and Roseangle) from Monday 28 July to Monday 29 September (9 weeks). During these works there will be a suspension of parking on the north side of Perth Road/Nethergate between South Tay Street and Roseangle.

Paton's Lane/Westfield Place/Greenfield Place; the rescinding of the existing one-way traffic orders on these three streets for the duration of the works.
These three streets will be closed for the duration of the works except for resident's access and deliveries.

All roads (on the south side only consisting of Paton's Lane, Thomson Street/Seafield Lane/Seafield Road/Westfield Lane/Westfield Place/Westfield Avenue/Greenfield Place) between Paton's Lane and Roseangle will be closed at their junction of Perth Road.

Suspension of parking on Roseangle between Monday 21 April 2008 and Monday 29 September 2008.

The complete project will be carried out in phases to minimise any disruption.

An alternative route will be available via West Marketgait, Hawkhill and Perth Road.

Please forward any comments you may have regarding this proposal to the Network Management Team, Planning and Transportation Department, Tayside House, Crichton Street, Dundee, no later than five working days prior to the commencement date.
