Walking Tour as part of WestFest

West End Ward Surgeries

With today being the Victoria Day holiday, my usual weekly ward surgeries at the West Park Centre and Mitchell Street Centre do not take place, but I can still be contacted on any local issues or concerns through my e-surgery - just e-mail esurgery@frasermacpherson.org.uk.

I can also be contacted at home at any time on 459378 and also during office hours at my Dundee City Council office on 434985.

Harris Academy FPs' Lunch

The next Harris Academy Former Pupils’ Association Lunch is on Monday 6th June 2016 at 12 noon for 12.30pm.

Pupil safety outside Dundee schools

Yesterday, I took part in the latest meeting of the City Council's working group tackling school parking and pupil safety outside schools across the city.

At my request, an item on the agenda was about ensuring good practice regarding parking near schools and we had a lengthy discussion about this, including ways of promoting good practice.   Included in the discussion was proposed arrangements at Harris Academy once the whole school moves to back to Perth Road in August (senior pupils only are now starting at the new building in advance of the end of the current term)

We also had a discussion about School Crossing Patrollers across the city.   The recent attempts to recruit more SCPs has been really successful with all but 2 of the 85 posts now permanently filled – the best position the city has been in in terms of SCP provision in a very long time.

Launch of Dundee Design Festival @DesignDundee

Last night, I had the pleasure of attending the launch of Dundee Design Festival which took place at West Ward Works at Guthrie Street.

It was a fantastic launch to showcase art and design in the city and was extremely well attended as the first of the photos below shows.

Tait's Lane - road condition and road safety

Residents in Tait's Lane have recently raised with me concerns about the state of the road surface in Tait's Lane.    I raised this with the council's Roads Maintenance Partnership who advised :

"An inspection has been carried out and an order raised to repair a number of defects on the narrow section of Tait's Lane with a timescale for repair of one to two weeks."

I have also raised residents' concerns about a minority of drivers ignoring the "Local Access Only" signage and using this very narrow street as a short cut, including some HGVs, which is inappropriate and a concern to residents.

Perth Road - further road improvements planned

With the current road resurfacing works on Perth Road taking place between Sinderins and West Park Road, a number of constituents have asked me when other parts of Perth Road (much of which is in poor condition) will be resurfaced.

The council's Roads Maintenance Partnership has updated me as follows :

"Works were originally programmed for 20 June 2016 commencement to resurface the carriageway in the Nethergate between Marketgait and South Tay Street.   However we have delayed these works until Scottish Water have confirmed completion of their works, and allowing time for any initial settlement of their reinstatements, we therefore propose February/March 2017 as a likely date for our works.

Regarding Queen's Hotel to Sinderins, I can advise the following based on continuation of current funding levels and annual programme review :

South Tay Street to Roseangle - resurfacing works completed in 2013/14, 4800sqm approx.

Roseangle to Blackness Avenue - resurfacing re-programmed and now proposed for 2017/18.

West Park Road  to Botanics Garden - patch and surface dressing proposed for 2017/18.

Botanics Garden to Ninewells Avenue- patch and surface dressing proposed for 2019/20."

Dundee Design Festival #DundeeDesignFest

Dundee, the UK’s only UNESCO City of Design is hosting the first Dundee Design Festival from the 25th – 28th May 2016.

The theme for the first Dundee Design Festival is “Place. Work. Folk. Design.” through which we explore the potential of design to connect the city’s communities and improve our everyday lives.

A major exhibition is at the centre of the festival, open from 10am – 5pm Thursday 26th – Saturday 28th May and taking place across an entire floor of DC Thomson’s former print works, West Ward. This exhibition weaves together some of the great design stories currently emerging from the city, including new innovations in textiles, games design and design for health and wellbeing.

A programme of workshop, talks and events augments the exhibition creating a packed festival programme of more than 30 talks, workshops and performances designed to delight and enthral a wide range of audiences.

Programme highlights include the one-day forums, Design Revolution, Innovative Cities & Business and Mass Assembly.

Workshops include weaving, jewellery, screen printing, creating comics, wearable art and gaming.

UNESCO City of Design Dundee are delighted to welcome local, national and international speakers to the extensive talk programme that accompanies the exhibition.

Temporary Traffic Order - Perth Road Area

Further to my update in March indicating major Scottish Water infrastructure works in the West End (the major effect of which will not be until July when there will be one-way traffic in the area of the Perth Road shopping area for up to eight weeks, followed by works on City Road), please now see the Temporary Traffic Order from Dundee City Council below.   

The work programme covered in the Order starts this week.    As the work progresses, please note that the dates assigned to each street are only indicative and could be subject to change dependent upon progress.     The eastbound closure of Perth Road will remain constant however commencing on 4th July :

Dundee City Council propose to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984 for the purpose of facilitating Scottish Water mains renewal works.  The Order is expected to be in force for twenty two weeks from 23 May 2016.  Its maximum duration in terms of the Act is eighteen months.

The effect of the Order is to prohibit temporarily all vehicular traffic in the following streets:

1)     Brown Street between Guthrie Street and Hawkhill
2)     Session Street between Guthrie Street and Hawkhill
3)     Old Hawkhill westbound between West Port and Hunter Street
4)     West Port westbound between South Tay Street and Old Hawkhill
5)     South Tay Street northbound between Nethergate and West Port 
6)     Temple Lane for its entire length.
7)     Shepherds Loan for its entire length.
8)     Perth Road eastbound between Hawkhill and Nethergate.
9)     Pennycook Lane for its entire length.
10)  Patons Lane for its entire length.
11)  St Peter Street for its entire length.
12)  West Wynd for its entire length.
13)  Seafield Lane for its entire length.
14)  Seafield Road between Perth Road and Seafield Road (north/south section).
15)  Mid Wynd for its entire length.
16)  Millers Wynd for its entire length.
17)  Nethergate (i) east bound between Perth Road and West Marketgait and (ii) east bound between West Marketgait and Union Street.
18)  Rankines Court for its entire length.

The closures are planned to run in the advertised order but this may be subject to change and more than one road may be closed at any one time.  The one-way Orders relating to Shepherds Loan and Patons Lane are to be rescinded for the duration of the works.

Alternative routes will be available via (1) Guthrie Street/Horsewater Wynd/Hawkhill, (2) Guthrie Street/Horsewater Wynd/Hawkhill, (3) Nethergate/West Marketgait/West Port Roundbaout/Hawkhill/Hunter Street, (4) Nethergate/West Marketgait/West Port Roundabout/Hawkhill/Hunter Street/Old Hawkhill, (5) Nethergate/West Marketgait/West Port Roundabout/Hawkhill/Hunter Street/Old Hawkhill/West Port, (6) no diversion route available, (7) Magdalen Yard Road/Roseangle/Perth Road, (8) Hawkhill/Hunter Street/Old Hawkhill/West Port/South Tay Street/Nethergate, (9) no diversion route available, (10) Perth Road/Windsor Street/Magdalen Yard Road, (11) Perth Road/Ryehill Lane, (12) no diversion route available, (13) Thomson Street/Perth Road, (14) Perth Road/Roseangle/Bellefield Avenue/Seafield Road, (15) no diversion route available, (16) no diversion route available, (17) (i) Perth Road/Hawkhill/West Port Roundabout/West Marketgait (ii) South Marketgait/Yeaman Shore/Union Street and (18) no diversion route available.

Artist's Talk: Macoto Murayama

From the Curator of Museum Services at the University of Dundee :

Macoto Murayama is a Japanese artist who cultivates ‘inorganic flora’. His extraordinary images are created after minutely dissecting real flowers and studying them under a microscope. His drawings are then modelled in 3D imaging software then rendered into 2D compositions on Photoshop before being printed in large scale.

To accompany the current exhibition of Macoto’s work in the Lamb Gallery, we are delighted that the artist will be coming to Dundee to give a talk about his work on Tuesday 24th May at 6pm in the D’Arcy Thompson Lecture Theatre, Tower Building. The talk will be followed by a reception in the gallery.   Everyone is welcome and there is no need to book.

This event has been supported by the Great Britain Sasakawa Foundation.

Guthrie Street (at Daniel Street) – temporary traffic lights until Monday 23 May for Hydro Electric fault.

Bus Service 203 - diversion from next Monday

I previously advised of the changes to bus routes for Xplore Dundee services whilst the current roadworks on part of Perth Road are taking place.    

From Monday (23rd), the Sinderins junction itself will be resurfaced (this will take up to a week).    This will require a diversion for bus service 203 and Xplore Dundee advise it will follow the diversion below:

Normal route to Perth Road, then left into Roseangle, following on to Magdalen Yard Road, right into Windsor Street, Perth Road, Hyndford Street, Blackness Avenue and then Seymour Street.

The route will be followed in reverse when heading towards the City Centre.

Dundee Safe Place Initiative Launch

Yesterday, I was pleased to attend the Dundee Safe Place Initiative Launch that took place at the Steeple Church.  

Advocating Together (Dundee), the local, independent advocacy, capacity building organisation based in the West End, secured funding from the Rank Foundation to develop the initiative.

The Safe Place Initiative aims to help disabled, vulnerable, and older people in the city centre to feel confident, safe, and free from the fear of abuse, intimidation and harassment.

If someone feels they are being bullied, abused or harassed while they are out they will have Safe People they can approach and/or Safe Places and Specialised Safe Places within the city centre to go to.

It is a really great initiative and interested businesses, organisations and people can contact Advocating Together to find out more about what they could offer vulnerable people in Dundee.

Later yesterday, I attended the Anti-Social Behaviour Strategic Development Group meeting, had my weekly ward surgery at Blackness Primary School and attended the quarterly meeting of the West End Local Community Planning Partnership meeting at Blackness Library.

Supporting the Perth Road District Shopping Centre

Earlier today, along with some fellow councillors and council officers including the Head of Planning and Economic Development and the Head of Roads and Transportation, we had a very useful discussion about ways the City Council can further support the Perth Road District Shopping Centre.

Although there have been some shop closures recently, including the disappointing loss of the TSB bank branch, there have been positive developments with a new French restaurant in the former Parrot Café and the former Spokes unit (following their move to Annfield Row) about to be occupied again.

Our discussions included holding a consultation event with businesses in the coming months, looking at infrastructure, environment and public realm improvements, supporting businesses to have a greater collective voice and promoting a Perth Road business brand.

Most importantly is consulting with businesses in Perth Road in the coming months and seeking their views and ideas.     It was a very positive discussion today and all are keen to see real action to help further promote and support the Perth Road shopping area.

Balgay Stakeholders' Walkabout

Earlier this evening, I attended a walkabout round Greater Balgay by the Balgay Stakeholders' Group, which brings together local councillors, council parks/Neighbourhood Services staff and representatives from the Friends of Balgay - to look at issues related to Balgay Park and its surrounds.

We had a very useful walk round Greater Balgay, and discussed proposals for improvements in the forthcoming year or so which include :

Improved directional and road safety/vehicle speed limit signage
Removal of the unused bowling green at Lochee Park to incorporate it into the main park (but maintaining the remaining bowling green)
A welcome new overspill car park in Lochee Park and the lining of the main car park into bays
Repair of the Serpentine steps in Balgay
Significant upgrade and improvement to the Victoria Park tennis courts, hopefully taking place this summer
Upgrade to the playpark in Victoria Park 
Ask Community Payback to repaint the railings at the bandstand – see right
Look at ways of improving areas like some of the hedgerows
Some alteration to the Rose Garden to maintain its lovely appearance but improve its grass cutting regime
Some solar lighting on paths
Upgrading of Balgay Cemetery paths

These are very positive developments and I will continue to keep residents advised of progress.

Assurances given following "pointless" road closures

Further to my previous article from Sunday regarding my astonishment that, after five weeks of roads disruption to facilitate the replacement of high-voltage underground electricity cabling by Scottish & Southern Energy, the company had abandoned the work, yesterday I obtained assurances from Scottish & Southern Energy that there can be no repeat of this debacle.

Scottish & Southern Energy’s Base Capex Manager has advised me that :

“   …  the works have been postponed due to the failure of the 132kV cable during the final testing regime in the manufacturer’s factory. This cable is specially constructed so it can be installed through the existing steel pipework that SSE have connected between Dudhope and Glenagnes substations. The cable was tested at all stages of its construction and the failure only became apparent when all the individual components were assembled and tested.  The manufacturer is a leading exponent of the manufacture and jointing of this type of cable and subsequently we had no concerns when the order was placed upon them, as SSE were content with their quality standards that meets the international recognised norm. 

With regards the early testing of the final cable, the manufacturer works on the same basis as all cable manufacturers and use the JIT (Just In Time) process, as the subsequent testing and storage of large quantities of cable in usually not a viable option at the manufacturer factory as space is a premium.  The manufacture of second batch of cable will be fully tested 2 months ahead of the revised installation. This is very unusual and has been agreed due to this failure of the first batch of cable which is now in the process of being scrapped.

As the reinstatement of the roads were originally planned for September, BBUSL are  now in the process of writing specifications and  placing orders so that the road and any paths will be fully reinstated with no deterioration to the surface as pre April 2016. This will be monitored on completion, as the original scope prescribed.”

This project has had a real impact on traffic over the past five weeks – for example, increased tailbacks on Lochee Road, the complete closure of Blinshall Street and Fleuchar Street and lane restrictions in Glenagnes Road and Scott Street.   To say it’s a disappointment to learn its all been for nothing and that Scottish & Southern Energy will be coming back to repeat it all again next year is something of an understatement.

I am at least relieved that Scottish & Southern Energy has given a promise to restore the roads back to the condition they were in prior to the work and that the second batch of cable will be pre-tested before the works go ahead for the second attempt in 2017.    However, its all proved to be a costly exercise this time around in terms of both the financial cost to Scottish & Southern Energy and inconvenience to local residents.    Lessons obviously must be learned from this.

In association with the Institute of Sport and Exercise at the University of Dundee, the Botanic Garden will be hosting the annual Fun Run on Wednesday 18th May at 7pm. 

Staged within the scenic setting of the Botanic Garden, the Fun Run is suitable for all the family and levels of ability; whether you are raising money for a worthwhile cause, remembering a loved one or simply keeping active. Concern at over a month of road disruption "all for nothing"

Back in February, I advised constituents of the Scottish & Southern Energy project for replacement of high-voltage underground electricity cabling affecting parts of the West End Ward.   Details of the Temporary Traffic Order for the work that started at the beginning of April can be read here.

I have just received a letter from Scottish & Southern Energy as follows :
I have expressed my astonishment that, after five weeks of roads disruption, the company has abandoned the work as the new underground cabling failed a final quality test.

Whilst I appreciate that the company will not implement a cabling system that failed a safety test, questions have to be asked as to why this testing has taken place some five weeks into roads disruption on Lochee Road, Fleuchar Street, Scott Street, Blinshall Street, Glenagnes Road and other roads inbetween.    Why was testing of the new cabling not undertaken before the roads were dug up?     I have written to Scottish and Southern Energy seeking an explanation.

A number of the tenants in Sycamore Place has asked when their front doors will be repainted as part of the council's external cyclical maintenance programme.

The City Council has updated me as follows :

"I can confirm that doors are painted as part of the ECM Programme and that the next ECM is planned for Logie for 2016/17 financial year."

Celebrating activities in our neighbourhoods ...

Yesterday, I had the great pleasure of attending a great drop-in event by the Dundee Celebrate Age Network to celebrate many of the activities for older people that take place across the city.    The event took place at the Central Baptist Church in Ward Road.

The guest speaker was Iain Flett, the City Archivist who did a presentation on "Glimpses of Old Dundee from the Archives" and there were many other presentations including Marjory Moore talking about the activities of the West End Curling Club.

The event was really well attended and lunch included a taste of Dundee's meals on wheels lunches - I had chicken fricassee and it was absolutely delicious!    The meals on wheels are provided by Tay Cuisine - the Tayside Contracts catering unit.

We have paints, badges, stencils and stamps - fun for the whole family!

This is a free event, but booking is essential.   There are three sessions available at 10am, 12 noon and 2.30pm and tickets are available here.  

All children must be accompanied by an adult.    If you are assisting another person but not planning on designing a bag yourself, you need only to book for the person using the materials but please contact us to let us know.

Busy Tuesday ...

This morning, I was very pleased to attend and do the welcome and introductions at Jericho House's Open Day for partner organisations working in the alcohol and drug fields.

It was an impressive showcase for the vital work that Jericho House undertakes and to listen to the personal journeys the service users told.    I have served on the Jericho House Support Group that assists the work of the house.

I also attended the official opening of C Gate, the new home for the Dundee Carers' Centre (spookily enough, situated in the Seagate!)

There was a great turnout to the opening - the photo below is of Fraser Patrick, Chair of the Carers' Centre's Board, addressing the audience.
This evening, I attended the May meeting of West End Community Council where there were very positive discussions on a number of local issues including supporting our local shops and parking issues locally.

West End roads and pavements improvements - 2016/17

The City Council's City Development Department has advised of its programme for roads and pavements upgrades for this new financial year - 2016/17.    In the West End Ward, these are as follows :

Adopted pavement improvements :

Perth Road – north footway – Duncan of Jordanstone to Springfield
Perth Road – north footway – Speedwell Bar to Sinderins junction
Smellies Lane
Guthrie Street - Pizza Hut to Horsewater Wynd
Ashbank Road (where part of the east footway is sunken and needs reinstatement)

Unadopted pavements :

Magdalen Yard Road – south side (new 2 metre wide footpath round north edge of Magdalen Green)
West Park Road – west side - Roxburgh Terrace to Norwood Terrace

Roads improvements:

Riverside Drive - Rail Station to Tesco Goods Entrance - Eastbound 
Nethergate - Marketgait to South Tay Street 
Perth Road – west of Blackness Library to West Park Road (start – Monday 9th May) 
Riverside Drive - Riverside Inn to Riverside Approach 


Non-Adopted Asset Programme :

Balgay Cemetery Various Internal Roads - overlay
Balgay Road - Both Footways reconstruction
Logie Avenue Footway and Access at Lock ups resurface

I am pleased at further progress on the unadopted pavements programme that will include the north edge of Magdalen Green again having a proper footpath (as it did historically).

It is particularly good to see roads and pavements being included where I have campaigned for improvements on behalf of residents - the two stretches of Perth Road's pavements east of Sinderins (on the north side) being two examples.
